18 September 2023, the First Congress of the CPC Committee of XINGI TECH Co., Ltd. was held in the company’s second-floor conference room, and 32 Party member representatives attended the meeting.
The congress opened to the solemn strains of the National Anthem. The meeting read out the reply from the CPC Committee of Yangkou Town approving the establishment of the CPC Committee of XINGI TECH Co., Ltd., heard a brief report on the congress preparations, and reviewed and approved the report on the qualification examination of delegates, the election measures, the proposed list of candidates for the first CPC Committee, and the lists of scrutineers and vote counters. By secret ballot and competitive election, the congress elected Zhou Xinji, Zhu Jianjun, Shao Haiquan, Chen Bing and Ren Daxian as members of the first CPC Committee. At the first meeting of the committee, Zhou Xinji was elected Secretary and Shao Haiquan Deputy Secretary.
Secretary Zhou Xinji delivered an important speech on behalf of the first CPC Committee, in which he first thanked the delegates for their trust, support and goodwill. After nearly ten years of innovative development and four phases of expansion, the company’s fiber products business had grown into the world’s largest producer of ultra-high molecular weight polyethylene (UHMWPE) fiber. The variety, performance, quality and cost of the company’s fibers and fiber products had gained a clear competitive advantage in the industry, and the company’s R&D on fiber products had consistently been at the forefront of its peers. The Yangkougang expansion project was being advanced at full speed. None of these achievements would have been possible without the Party organization steering the course. Standing at a new starting point and facing new tests, only by relying on the strength of the Party organization could the company make its business bigger, stronger and longer-lasting. Zhou Xinji put forward four requirements for the company’s future Party building work.
First, Party building must be valued as solid support for the company’s sustainable development.When Party building thrives, the enterprise thrives; when Party building is strong, the enterprise is strong. Since the 18th National Congress of the CPC, General Secretary Xi Jinping has attached great importance to Party building in enterprises, personally presiding over the National Conference on Party Building in State-Owned Enterprises and a symposium with private entrepreneurs and delivering important speeches. He required that Party organizations give full play to their political core role among employees and their political guiding role in enterprise development, and integrate the implementation of the Party’s lines, principles and policies, the protection of employees’ legitimate rights and interests, the building of an advanced corporate culture, and the pursuit of excellence in driving high-quality development throughout their organizational activities, so as to provide solid support for the sustainable development of enterprises. Following the General Secretary’s requirements, we should strengthen Party building in the company and incorporate it into the company’s development plans and daily agenda. We should actively implement the responsibility system for Party building and the system of dual responsibility for Party member leading cadres. We should formulate and improve the management and working systems for Party building, break down targets, tasks and key work to Party branches and Party member cadres, conduct regular supervision and inspection, coordinate to solve problems and implement measures, so as to ensure that Party building work is carried out on a regular basis.
Second, organizational development must be improved so that Party branches can serve as fighting fortresses.The company’s CPC Committee has been elected today; the division of work among its members should be clarified, and grassroots Party branches should be formed as soon as possible, with their committees elected and their work carried out normally. We should strictly implement systems such as the ‘three meetings and one lesson’, the ‘three important matters and one major decision’, democratic life meetings and democratic appraisal of Party members, improve organizational life and strengthen Party spirit education. We should give full play to the fighting fortress role of grassroots branches and the vanguard and exemplary role of all Party members, so as to safeguard the company’s high-quality development. We should strengthen the building of Party building venues to provide places for Party member activities and education. The company will establish the XINGI TECH Party-Mass Activity Center, which should highlight XINGI TECH’s distinctive Party building features, form a unique Party building culture, and become a new high ground for the ideological and political development of Party members. We should strengthen the building of the Party member team and, through various means such as performance reviews, democratic appraisal of Party members and one-on-one talks, make the education and management of Party members regular, standardized and institutionalized.
Third, theoretical study must be strengthened to continuously improve our own qualities.Some members of the company’s CPC Committee and grassroots branches have not previously been engaged in Party building work and may still be relatively unfamiliar with it. First, we should strengthen our knowledge of grassroots Party building work, become familiar with relevant workflows, procedures and specific requirements, and improve our ability to perform our duties. Second, we should strengthen the study of Party history, the Party’s principles and policies, and the basic theories of Party building in the new era, arm our minds with Party theories, especially Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, organize ‘thematic education’ activities, enhance the Four Consciousnesses, firm up the Four Confidences, uphold the Two Upholds, unite closely around the Party Central Committee, maintain a high degree of consistency with the Party Central Committee in thought and action, and continuously strengthen our ideological, theoretical and emotional identification with Party leadership and socialism with Chinese characteristics. We should innovate our working methods, improve our ability to perform our duties, and unite and lead all Party members, cadres and employees in achieving success in the process of building a modern enterprise.
Fourth, the integration of Party and enterprise work must be upheld to drive high-quality development.Development is the company’s top priority. The company’s CPC Committee should focus on the central task and serve the overall situation, unite and lead Party members, cadres and employees in actively engaging in the main battlefield of the company’s economic development, and perform their duties well with a scientific attitude, a pragmatic style and high morale, offering suggestions for the company’s development. At the same time, grassroots branches should focus closely on priorities in production, difficulties in operations and weak links in management, and organize Party members to tackle key problems. Serving enterprise development should be the starting point and the criterion for Party building work: pursue Party building around development and promote development through Party building, transform the Party organization’s political strengths into the company’s development strengths and its vitality into the company’s development vitality, form a corporate culture full of positive energy, and achieve the win-win goal of Party building improvement and enterprise development. When Party building work is done solidly, it becomes productivity; when done strongly, competitiveness; when done meticulously, cohesion.
The congress called on all Party members to deeply understand and accurately grasp the spirit of Secretary Zhou Xinji’s speech and apply it in their daily work, to unite and lead all employees in strengthening confidence, innovating ideas, seizing opportunities, overcoming difficulties and forging ahead, and to strive to build a world-class provider of UHMWPE fiber application solutions!
