In order to thoroughly implement the guiding principles of General Secretary Xi Jinping’s collective meeting with the new leadership of the All-China Federation of Trade Unions, his important speech delivered during the deliberations of the Jiangsu delegation at the Second Session of the 14th National People’s Congress, and the guiding principles of the 18th National Congress of Chinese Trade Unions, and in accordance with the work arrangements of the ninth plenary session of the 14th Municipal Federation of Trade Unions Committee, the Municipal Federation of Trade Unions planned to organize the 2024 citywide “Contributing to the 14th Five-Year Plan, Striving on a New Journey” Leading Labor and Skills Competition, so as to give full play to the important role of trade union labor and skills competitions in focusing on the central task and serving the overall situation and to unite and mobilize industrial workers to break new ground and make their mark in advancing the new Jiangsu practice of Chinese modernization. Following the company’s application and approval by the Municipal Labor Competition Committee, the XINGI TECH Fiber New Materials Industrial Base Construction Project was listed as one of the top ten key projects of the 2024 citywide Leading Labor and Skills Competition, the only such project in Rudong.
According to the description, the competition consists of labor and skills contests built around the “Five Comparisons and One Creation” campaign, namely comparing project quality, safety and environmental protection, project management, technological innovation and project progress, and creating harmonious teams, so as to build quality, safe, efficient, technology-driven and eco-friendly projects and to cultivate a high-caliber industrial workforce.
The competition follows the principles of “unified leadership, competition by category, implementation at each level and centralized evaluation” and is carried out in three stages each year over the project construction period. The implementation steps for 2024 are as follows:
Stage One: Mobilization and Preparation (April 2024 to May 2024). Relevant competition documents were formulated and issued; competition bodies were established; and each participating unit formulated a competition plan suited to its own circumstances and filed it with the office of the Municipal Labor Competition Committee.
Stage Two: Implementation and Advancement (May 2024 to November 2024). Participating units carried out extensive competition activities closely tied to the progress of project construction, vigorously launched “Worker Pioneer” programs and the selection of outstanding project construction pacesetters, and actively fostered a strong atmosphere of comparing, learning from, catching up with and surpassing one another. They strengthened follow-up and work exchanges during the competition and carried out stage-by-stage performance assessment, evaluation, commendation and publicity.
Stage Three: Summary and Commendation (January 2025). The experience and results of the competition were comprehensively summarized, advanced units in the competition were commended in a centralized manner, and the outstanding individuals and deeds that emerged during the competition were widely publicized. The Municipal Labor Competition Committee granted commendations and awards to the units and individuals with outstanding performance in the labor and skills competition for key projects.
The XINGI TECH Fiber New Materials Industrial Base Construction Project covers an annual capacity of 20,000 tons of ultra-high molecular weight polyethylene (UHMWPE) fiber, 50,000 tons of medium-strength polyethylene fiber and 6,000 tons of high-performance UD fabric. The project has been listed as a major project of Jiangsu Province and a national major reserve project.
In order to accelerate project progress, improve construction quality and reach full production and standards at an early date, labor competitions covering trades such as welders, fitters, electricians, instrument technicians, analysts, pump and spinneret maintenance workers, forklift operators, spinning, filament separation and winding were planned for areas including equipment installation, production maintenance and product inspection, so as to ignite the enthusiasm of industrial workers and drive the company’s high-quality development.
